1/2 teaspoon dried onions
1/2 teaspoon salt
1/2 teaspoon crushed red pepper flakes (or 1/4 cayenne pepper instead)
1/2 teaspoon paprika
1/2 teaspoon cilantro (parsley is ok substitute)
1/2 teaspoon sugar
1/2 cup mayonnaise
1/2 cup sour cream
(add 2 fine chopped green onions if desired)

Combine all ingredients.

Chill for 2 hours.

Serve with tortilla chips.
